Spoiler Alert: This article contains full spoilers for One Piece Episode 1164.
Episode 1164 opens right after Robin reunites with Saul, as she begins introducing the Straw Hat crew as her nakama, proudly saying they are people who would do anything to protect her. Saul is clearly happy hearing this, realizing that Robin is no longer alone and now has a crew that genuinely cares for her. He also brings up Luffy, saying he already knows how famous he is, especially from his time as a former Navy vice admiral who understands how powerful and important Yonko are. During the introduction, Luffy tries to act formal and says, “It’s pressure to meet you,” but the crew quickly corrects him, pointing out that he meant “pleasure.”
If you haven’t seen Episode 1163, it shows what leads into this reunion.
Saul Rehearses His Reunion While the Crew Splits Across Elbaph
Before properly facing Nico Robin, Jaguar D. Saul is shown having rehearsed multiple times with Ange on how he would approach her after all these years. His first attempt has him lying face down near the beach, but it immediately fails when water pours into his nose. In another attempt, Ange ends up calling out to him from too far away, completely ruining the setup. The last attempt goes just as badly, with Ange accidentally stepping on Saul’s hand as she walks past him.
Ange properly introduces herself here as Saul’s assistant and a librarian at the Owl Library, which becomes their next destination.
As plans are made, the Straw Hats split up to explore Elbaph on their own. Luffy and Usopp follow the giant kids, Robin, Lilith, Chopper, and Bonney, head toward the Owl Library, while Zoro and Brook show interest in visiting the school. Jinbe and Franky appear to be heading toward the giant tree, with Franky especially interested in it, while Nami is joined by Sanji.
This also raises a question: is Franky interested in this tree because it might be related to the Adam Tree, the same type of wood he once talked about using for the Thousand Sunny?
Giant Kids Reject the Idea of Becoming Warriors

As Luffy, Zoro, and Usopp run around Elbaph, they are chased by giant kids who seem to be playing with them. Still, things suddenly change when a group of giant girl kids steps in and easily stops the boys, confusing the trio, as they expected warriors from the strongest nation. When they ask if the kids plan to set sail and fight strong enemies someday, the response catches them off guard, as the kids say they don’t want to because it’s dangerous, and even admit they have no interest in becoming warriors at all, which goes against everything Elbaph is known for.
Ripley Appears and Explains Why Elbaph Is Changing
As the group continues talking about warriors in Elbaph, a voice suddenly interrupts, saying that being a warrior is no longer considered cool, which is why the kids no longer want that path. Confused, Luffy, Zoro, and Usopp look around, only to realize they have been standing on Ripley the entire time, and as she moves, Luffy even slips and falls onto her chest. Ripley is Colon’s mother and a biology teacher at Walrus School.
When Usopp asks why the children don’t want to become warriors, Ripley explains that it has been a century since Elbaph warriors were known for violence, pillaging, and war, and that times have changed. She mentions that King Harald, the former ruler and father of Loki and Hajrudin, pushed reforms encouraging trade over war. However, Harald was later killed by Loki, and since the kingdom rejected Loki as king, Elbaph is now left without a ruler.
Before leaving, Ripley also questions why Luffy is not in his white form, saying she is looking forward to seeing it. After Luffy casually explains it is his “free form,” Ripley adds that there is a warrior in Elbaph mythology who looks just like that, which likely points to the Sun God Nika.
Owl Library Reveals the Surviving Knowledge of Ohara
Robin, Lilith, Chopper, Bonney, and Saul arrive at the Owl Library, and along the way, Saul shares how he could not stop thinking about the books the Ohara scholars sacrificed during the incident, leading him to ask Hajrudin and his crew to return and recover what they could.
Upon entering the library, the small book Robin is holding suddenly expands in size, which Saul explains is due to the ability of the owl in charge, as any book brought into the library grows larger inside this space. He then reveals that this place holds the preserved literature of Ohara from 22 years ago, which deeply affects Robin as she begins to tear up, realizing that Ohara may not have completely vanished after all, while Saul also breaks down, saying he never thought the day would come when he could finally show this to her.
Loki’s Mysterious Conversation with “Shaggy”

In the Underworld, Loki is seen communicating through a Snow Transponder Snail, a cold-resistant variant of Den Den Mushi that distorts the caller’s appearance, making it impossible to confirm who is on the other end. This unusual setup immediately adds uncertainty to the exchange, as even visual confirmation is unreliable. Loki speaks to the mysterious figure known only as “Shaggy” or “Mosa” with the tone of someone he has known for a long time. However, Loki also claims they have never met or seen each other in person, deepening the contradiction and making their relationship unclear.
Loki reveals a brutal mindset during their discussion, stating that if he had been present at the scene, he would have wiped everything out and killed everyone in place of the other party. In response, Shaggy insists that things were never meant to escalate that far. Despite this, Loki doubles down on his philosophy, arguing that anyone who manages to escape once must be eliminated to prevent any chance of revenge.
Shaggy then remarks that there appears to be a hidden kindness beneath Loki’s harsh and violent words. This comment immediately triggers Loki, who rejects the idea entirely and becomes visibly angered by the suggestion.
The exchange ends without any clarity on Shaggy’s identity. Some fans even question whether Shaggy is truly a giant at all. Speculation continues to grow, with theories pointing toward possible figures such as Shirahoshi, especially due to past political connections involving King Harald and King Neptune. Others suggest names like Jarul, while some believe Shaggy could be an entirely new character introduced to deepen the mystery. For now, Shaggy’s identity remains completely unknown.
Shamrock and Gunko Appear in Elbaph
As the giants of Elbaph continue celebrating with drinking and festivities, the atmosphere suddenly shifts when a bolt of black lightning strikes the castle, similar to the same phenomenon seen when the Gorosei arrived at Egghead. From within the disturbance, two mysterious figures appear, later revealed as Saint Figarland Shamrock and Saint Manmayer Gunko, who have now arrived in Elbaph under unclear circumstances.
Their sudden entrance raises immediate questions about their purpose on the island and what mission they are carrying out, how they were able to teleport here in the first place when such abilities seem to normally require a physical anchor or someone already present at the destination to initiate the transfer, unlike what was seen at Egghead where Saint Jaygarcia Saturn was already on-site to summon the others, leaving the rules behind this kind of teleportation unclear.
Final Thoughts
Episode 1164 focuses on Robin and Saul’s continued emotional reunion inside the Owl Library, surrounded by Ohara’s surviving knowledge, the introduction of Elbaph’s new generation through Ripley, and the reveal of how the country has shifted away from its warrior culture under King Harald’s reforms. It also builds on the growing mystery in the Underworld, where Loki communicates with “Shaggy” or “Mosa” through a Snow Transponder Snail, while two God’s Knights, Saint Figarland Shamrock and Saint Manmayer Gunko, suddenly arrive in Elbaph through black lightning.
Key moments include:
- Robin introduces the Straw Hats to Saul as her nakama
- Ripley explains how Elbaph has shifted from war to trade under King Harald’s reforms
- Robin and her group arrive at the Owl Library containing Ohara’s preserved knowledge
- Loki speaking with the mysterious “Shaggy” through a Snow Transponder Snail in the Underworld
- The sudden arrival of Saint Figarland Shamrock and Saint Manmayer Gunko through black lightning
The sudden arrival of Shamrock and Gunko through black lightning raises serious questions about how they managed to appear inside Elbaph without any visible summoning process or known anchor point. Unlike previous instances where high-level summoning required a direct connection or someone already present at the destination, their appearance feels completely untraceable. What exactly allowed them to bypass those conditions, and more importantly, what is their true objective in Elbaph at this exact moment?
The preview for Episode 1165 shows the banquet finally beginning as the giants and the Straw Hats gather together, celebrating without realizing that something is already happening inside the castle. It also hints that Shamrock and Gunko may already be moving in the shadows, with Loki seemingly becoming their target. This raises several questions about their true objective—what do they want with Loki, why are they specifically going after him, and is there something about Loki that the World Government considers dangerous or even traitorous?
